**Advantages & Fabrication Notes**
* **Demanding Welding Requirements:** Successful welding is achievable but non-trivial. It requires expert-level procedure control.
* **Preheat:** **Mandatory.** Typical range is **250-400°F (121-204°C)**, based on thickness and restraint. Must follow qualified WPS.
* **Low-Hydrogen Practice:** Essential. Use of high-toughness, matching-strength electrodes (e.g., E90XX, E100XX series).
* **Heat Input Control:** Must be controlled within a specified range to preserve HAZ toughness and prevent excessive softening or hardening.
* **Post-Weld Heat Treatment (PWHT):** Often recommended for thick sections or highly restrained welds to relieve residual stresses.
* **Formability:** Limited cold formability. **Hot forming is preferred** for any significant bending. If cold formed, generous bend radii and possible post-forming stress relief are required.

**Mandatory Procurement & Design Considerations:**
1. **Toughness Specification:** **Never procure this grade without supplementary impact testing requirements (ASTM A6 S1).** Specify the test temperature and minimum absorbed energy (e.g., 20 ft-lb @ 40°F / 4°C).
2. **Welding Procedure Qualification:** Fabrication must be based on Welding Procedure Specifications (WPS) qualified per AWS D1.1 or D1.5 on the actual Grade 65 material. Prequalified procedures do not apply.
3. **Not a General-Purpose Steel:** It is unsuitable for replacement of Grade 50 or 60 without complete redesign of connections and reevaluation of service conditions (especially fatigue and fracture).
4. **Availability:** Confirm with mills/suppliers for plate availability. Availability in standard structural shapes (W-beams, etc.) is very limited; plates are the primary product form.
5. **Normalizing:** For plates thicker than 1 inch (25 mm), insist on normalized material to ensure consistent through-thickness properties.
This grade is a powerful but specialized tool. Its successful application hinges on explicit toughness certification, expert welding, and connection details designed for high-strength materials.
